Paul Baker is the Founder and CEO of International Economics Consulting Ltd, a global management consultancy firm, which operates across multiple sectors in 135+ countries, with offices in the UK, Mauritius and Vietnam. He leads a team of highly qualified and experienced senior economists and lawyers who provide clients from both the private and public sectors with critical policy and strategy advice.
Mr Baker has 30 years’ experience as an economic adviser to governments from G7 to G90 countries, and has held lead economist positions on projects with a range of clients, such as the European Commission, World Bank, WEF, WTO, Asian Development Bank and several UN agencies. He has advised governments on trade negotiations and trade policies, such as those of the UK, New Zealand, Germany and many others across Europe, Africa and the Asia-Pacific. His recent engagements include:
• Developing analytics and economic models to help several governments determine sustainable and high-growth trade pathways for their economies;
• Identifying digital ledger technologies solutions for development financing and trade across a range of markets;
• Building a continental-wide approach to e-payments to support digital trade and e-commerce in Africa;
• Designing trade-related provisions in FTAs for regional data markets;
• Advising businesses in Southeast Asia on e-marketplaces and digitalisation strategies to acquire new business segments;
• Designing strategies for global value chains for ASEAN governments in several sectors, including agro-processing, electronics, automotive, renewable energy, medical devices, footwear/apparel and clothing;
• Identifying investment and trade opportunities for multinationals.
For his significant contribution and extensive experience in his professional field, Mr Baker has been named a Thought Leader and Global Elite Thought Leader in Trade & Customs in the Lexology Index (formerly Who’s Who). He currently serves as an Advisory Board Member of UNESCAP’s Trade Intelligence Negotiation Advisor, as well as Research Advisor at ARTNeT, the largest trade research network in the Asia-Pacific. He is a member of the expert trade, data flows and technology group of the World Economic Forum (TradeTech), and in 2023, he founded – and is Chairman of – the Africa Trade Foundation, a non-profit organisation.
Meanwhile, Mr Baker is a visiting professor at the College of Europe, where he teaches the political economy of international trade, and has been a faculty member and visiting professor at international universities in Europe, Asia and Latin America – teaching game theory and economic models in trade and negotiations. He has published several handbooks and articles on trade.
