In addition to the legal profession, Po-Cheng Lin (Harvey) is a Certified Business Valuator and International Certified Valuation Specialist. He received an Energy & Environmental Law Master’s degree from Tulane University (US) and an LLB degree from the Law School of National Taiwan University (Taiwan).
Harvey has been Vice Chairman and Executive Director of the Environmental Jurists Association (Taiwan) since 2025, as well as Executory Committee Member of the Judicial Reform Foundation (Taiwan) since 2022. Moreover, he is Vice Chairman of the Attorneys' Code of Ethics Interpretations Committee under the Taiwan Bar Association, a member of the Legal Aid Committee and Environmental Law Committee of the Taiwan Bar Association – and has further taken the position of Vice Chairman of the Environmental Law Committee of the Taipei Bar Association since 2020.
Today, Harvey is renowned for his robust skill set combined with extensive experience related to litigation matters, as well as possessing high-level expertise regarding energy law and policy resulting from his work history for the private sectors, local government and the Bureau of Energy under MOEA.
Aside from Harvey’s professional career in civil law litigation – in parallel with criminal law and administrative law/remedies – his practice extends to arbitration, IP law (i.e. copyright, patents, trademarks and trade secrets), labour law, corporation law, banking and finance, M&A, personal data protection, ESG and CSR, environmental law and energy law, maritime law, international public law, international trade, as well as notary law and negotiation.
Harvey’s primary role is as a senior Attorney-at-Law at Primordial Law Firm, established in 1996, which is engaged in a broad spectrum of legal services spanning international trade, IP, banking, M&A, commercial arbitration, administrative procedures and environmental law.
