The group of oilfields in the pre-salt layer extends from the coast of the states of Espirito Santo to Santa Catarina, with depths ranging from 1000 to 2000 meters water depth and between four and six thousand feet deep in the ground, reaching therefore up to 8000m from the sea surface, including a layer that varies from 200 to 2000m salt. Petrobras is the operator of all the blocks and will have minimum 30% in the consortium of successful bids. “Actually the government is discussing the regulatory framework of extracting the pre-salt oil. Four bills have already been sent to the Brazilian congress. The bills propose the system of production sharing for the future exploration and production of pre-salt in areas that have not yet been tendered. The bill also sets out the creation of a new state company (Petro-Sal), the formation of a social fund, and the onerous assignment to Petrobras to engage in exploration and production of oil and natural gas in certain areas of the pre-salt region to the limit of 5 billion barrels. The bill will also authorise the union to participate in a company's capitalisation.
