Sergio Massimiliano Sambri

Sergio Massimiliano Sambri is a partner of the Firm and head of the Public Law Department. He has significant experience in the public procurement sector (e.g. works, supplies, services), in privatisation procedures, structured finance (PPP/PFI), energy law, environmental and urban planning law and, more in general, in the regulated markets.

Specifically in project finance, he advises financial institutions, companies, municipalities and public authorities with regard to all the aspects and stages of the projects in the energy and infrastructure field. More specifically, he prepares proposals, tender offers, concession deeds, projects documents, he structures the facility agreements and the related security packages and,more in general, commercial contracts for specific transactions (e.g. EPC, O&M, supply, etc.).

In administrative law, Mr Sambri advises private and public entities at each stage of public procurement procedures for the award of public works, supplies and services, as well as in the development of joint ventures between local public authorities and local entities (Società di Trasformazione Urbana). He advises operators during the different phases of decontaminating polluted sites, while analysing environmental, urban-planning and public law issues.

Mr Sambri received his JD at the Università degli Studi in Milan in 1990, and became a member of the Milan Bar Association in 1995. He is also qualified to act before the higher courts and the Italian Supreme Court (Corte di Cassazione).

Sergio Massimiliano Sambri is President of the Italian Committee of the International Project Finance Association (IPFA) and Member of the Environment Committee of the European Lawyers Association since 1992. His distinct experience in his field was achieved thanks to ten year collaboration with Professor-attorney Giuseppe Minieri. In addition, Mr Sambri is author of several publications on Public Law.
