Dr. Mohamed A. Tumi

Dr. Tumi’s practice primarily concentrating in Oil and Gas, Civil and Public Works Contracts, International Commercial Transactions, Manufactures and Industries Regulations, General Business law matters.

He has experience representing national and international companies and organizations in their various transactions, including joint ventures, concession, EPSA, DEPSA and EPC agreements, Midstream and Downstream Oil and Gas business, MOUs, shareholders’ agreements, Infrastructure projects, BOT and BOOT, commercial disputes,. He advises and represents clients with respect to litigation and legal proceedings.

Dr. Tumi has 30 years of valuable, working experience to add to his distinguished career. He has occupied the post of Senior Legal Consultant to AGIP Oil Company for five years and is presently also a Lecturer of Law. Dr. Tumi is admitted before the Libyan Supreme Court. Throughout his career, and up to this present day, Dr. Tumi has participated in several meetings and fora and he is frequently invited to address numerous conferences and seminars.

Dr. Tumi has been a member of the American Society of International Law since January 1983. He is also a member of the Arab Society of Intellectual Property, the Association of Arabic Lexicology (Lex Arab), Arab Lawyers Union (ALU), Arab Institute of Arbitration, the Association of European Attorneys and the Alliance of Business Lawyers (ABL) and has been admitted to the Centre de Conciliation, d’Arbitrage et d’Expertise as a mediator and arbitrator.

A graduate from the school of law at the university of Cairo, Egypt, Dr. Tumi gained further qualification by reading law at the University of Miami in Florida, USA from where he obtained a Master’s Degree in Comparative Law (M.C.L.). He then went on to the Law Centre at the University of George Washington, in Washington D.C., from where he graduated with an LL.M degree (with Highest Honors) in Law. Dr. Tumi also holds a Ph.D in Law conferred on him by the University of Illinois (U.I.C.) Chicago, Illinois, USA.

Dr. Tumi speaks Arabic and English fluently.

Dr. Tumi is involved to represent:

• an IOC for the signatory bonus at the concession agreement of €250 million signed with the government;

• an Global Energy corporation, in the enforceability of the €600 million arbitration award against multinational group;

• a global financial institution in the facility arrangements of €270 million made available to an IOC company through a master terms agreement

• an International Petrochemical Company in the claim of €480 million bought agamist the government;
