What legal system does Angola have?
Angola's legal system belongs to the civil law tradition. It is based fundamentally on Portuguese civil law, together with Angolan customary law, and legislation is the primary source of law. Court decisions do not have the binding force of precedent that they have in common law systems. Article 19 of the Constitution makes Portuguese the official language, while other Angolan languages are recognised as national languages.
How do I check that a lawyer is qualified in Angola?
Lawyers in Angola are called advogados. The Angolan Bar Association (Ordem dos Advogados de Angola) is the public professional body that regulates access to the profession and handles discipline, and only lawyers and trainee lawyers registered with it may represent clients in court. Its website has a public search of registered members, showing each person's professional card (cédula) number, category, province and status, such as active or suspended.
Where do I register a company in Angola?
Companies are set up through the Guiché Único da Empresa (GUE), a public one-stop service overseen by the Ministry of Justice and Human Rights. It exists to speed up the incorporation, amendment and dissolution of commercial companies, sole traders and cooperatives, and has service points in several provinces. Company acts are published online by the GUE instead of in the official gazette (Diário da República). A local adviser can prepare the documents and deal with the GUE for you.
How much does a lawyer cost in Angola?
Fees depend on the adviser and the work. Many lawyers charge by the hour, while some offer a fixed fee for defined tasks. Before you instruct anyone, ask for a written estimate or engagement letter that sets out how fees and expenses will be charged.
Do I need a local lawyer or adviser in Angola if I am based abroad?
In most cases it helps a great deal. Only advogados registered with the Ordem dos Advogados de Angola can represent you in court, and Portuguese is the official language. Company formation and changes are handled through the Guiché Único da Empresa. A local adviser can manage these steps and represent you while you remain abroad. Check their status in the Bar Association's public members search first.
