The UN climate conference in Belém, Brazil, closed on 22 November 2025 with the adoption of the COP30 Belém Package. According to the COP30 Presidency, 195 Parties approved the package, which includes 29 decisions adopted by consensus, among them a commitment to triple adaptation finance by 2035.

The Mutirão decision

At the centre of the package is the Global Mutirão decision, which the Presidency described as moving countries from negotiation to implementation. It establishes two mechanisms: the Global Implementation Accelerator, to help countries carry out their nationally determined contributions and national adaptation plans, and the Belém Mission to 1.5, an action platform under the COP29 to COP31 troika. The Baku to Belém Roadmap to 1.3T, which aims to scale climate finance to at least USD 1.3 trillion a year by 2035, was noted.

Adaptation, just transition and gender

Parties concluded the Baku Adaptation Roadmap, setting out work for 2026 to 2028, and the conference worked on 59 voluntary indicators to track progress on the Global Goal on Adaptation across sectors such as water, food, health and infrastructure. Parties also approved a just transition mechanism to strengthen international cooperation, technical assistance and capacity building, and adopted a Gender Action Plan.

Fossil fuels and forests

As UN News reported, the final text did not include a negotiated roadmap for moving away from fossil fuels, referring back to the COP28 language on transitioning away from fossil fuels. The COP30 President announced two Presidency-led roadmaps instead: one to halt and reverse deforestation and one on transitioning away from fossil fuels in a just and planned manner. UN News also reported that the Tropical Forests Forever Fund had raised USD 5.5 billion.

What it means

The COP30 Belém Package matters for project developers, lenders and investors in adaptation and clean energy, who will watch how the tripling commitment and the Global Implementation Accelerator translate into funding. Companies exposed to fossil fuels will follow the voluntary Presidency roadmaps, which sit outside the formal negotiated decisions, ahead of COP31.
